Capture Manager IDIQ

 

LAUNCH Technical Workforce Solutions is seeking a Capture Manager IDIQ for a direct hire opportunity in Madison, Mississippi.

 

Job Duties and Responsibilities:

  • Interprets and executes policies and procedures that typically affect subordinate organizational units. Recommends modifications to operating policies.
  • Functions as advisor to Capture and Proposal Teams regarding tasks, projects, and operations. Becomes actively involved in daily operations only when required to meet schedules or to resolve complex problems.
  • Frequent contacts with internal personnel and outside customer representatives at various management levels concerning operations or scheduling of specific phases of projects or Human Resources. Conducts briefings and participates in technical meetings for internal and external representatives concerning specific operations.
  • Work in partnership with the Company or Business Unit (BU) business development (BD) organization and proposal manager to develop and implement the detailed capture strategy and tactics, holding primary responsibility for the pre-RFP qualification and capture/marketing effort.
  • Assemble and manage multiple function areas support in the direction of the core capture team.
  • Prepare and maintain the capture plan and schedule, and secure division approval of the plan and interim approvals as it evolves to include making presentations to the appropriate corporate and executive reviews.
  • Proactively engage identified individuals to collect and document intelligence about the customer, procurement, competition, and price.
  • Support Price-to-Win, Should Cost, and Cost To Execute analysis in designated captures.
  • Develop/approve win themes/discriminators
  • Identify potential BD risks and development avoidance and mitigation strategies
  • Establish resource needs, including B&P, consultant, key hires, etc.
  • Exercise sound judgment within broadly defined practices and policies; regularly interact with all levels of management, infrastructure POCs, staff, and customers, and display a high degree of tact and diplomacy.
  • Maintains the highest ethical personal and professional standards.

Qualifications and requirements:

  • Bachelors Degree AND +6 years of related experience or education/experience equivalence (Associate's Degree AND +10 years of related experience OR H/S Diploma and +14 years of related experience.)
  • Direct, active duty experience in the US military (Service non-Specific), having held senior leadership positions in Operational or Acquisitions organizations highly desirable.
  • Recent Business Development or Government acquisition experience, particularly with contract vehicles such as the USN’s SeaPort Next Generation (NxG), the USAF’s Contract Field Team (CFT), the US Army’s Responsive Strategic Sourcing for Services (RS3), GSA 00CORP Professional Services Schedule (PSS), and/or various DoD multiple award contract vehicles/schedules.
  • Experience in competitive business capture, strategy development, corporate teaming and proposal development
  • A strong understanding and experience using military communication systems.
  • Demonstrated experience leading cross functional teams.
  • Ability to obtain a DOD security clearance if required.
  • Excellent oral, written communication and presentation skills
  • Must be able to work weekends, other shifts and overtime as required.

  • Ability to maintain confidentiality of sensitive information and Company Proprietary data.
  • 40-50 % travel
